It won’t be long until the House, the Senate and President Trump may be battling over border wall funding. Effort to avoid a partial government shutdown in December.

Nobody quite knows what this skirmish will look like, because no one knows right now which party will control the House and Senate after the midterm elections. And no one knows who will be the leaders of the Democratic and Republican parties in the House, until late November or even December.

Granted, it’s the current Congress which needs address the spending questions in a lame duck session before the new Congress is seated in January. But that’s why everything’s up in the air. House Speaker Paul Ryan insists there will be a fight over the border wall funding. But Ryan’s out the door as Speaker at 11:59 AM on January 3rd.

Senate Majority Leader Mitch McConnell downplays the chances of a shutdown. Of course, there’s a possibility he may soon be Minority Leader. Congress must also approve what’s expected to be tens of billions of dollars in disaster aid to help relieve communities flattened by Hurricanes Florence and Michael.

In fact, it’s possible the need for extra hurricane assistance could make it easier to address the border wall in the next round of horse trading.
