Congress Continues to Scramble for Plan to Avoid Gov. Shutdown

    Congressional leaders still don’t have a plan to avoid a government shutdown before Election Day.

    FOX’s Jared Halpern has more from Capitol Hill:

    Legislation aimed at funding the government through early December and funding the federal Zika response is still a work in progress.

    Senate Democratic Leader Harry Reid tells reporters:

    (Reid) “There are lots of problems. There’s not any one problem.”

    One hang up on Zika funding has been a Republican provision blocking Planned Parenthood funding that Democrats say they won’t support.

    Congressional leaders sounded optimistic about a deal earlier this week, even signaling votes on proposed legislation could come soon.
