In a post on website Reddit, brother of Evan Stromer explained that Evan died of complications related to diabetes and how much the game had meant to both of them after their father had passed.

Many in the internet post, mimicking the in-game military faction’s catchphrase in memorial to the fallen player. Developer Bethesda took notice and placed him in the game.
