A block of conservatives are insisting on stripping funds for Planned Parenthood as part of any funding measure and there’s also a push from some Republicans to include language barring the U.S. from accepting refugees from Iraq and Syria.
Congressional leaders have been optimistic a deal can be brokered, but may need to pass a short-term stop-gap at the end of the week to buy more time.
