President Obama vows the U.S. and its allies will dismantle ISIS, in a speech to the U.N. General Assembly.

FOX News Radio’s Tonya J. Powers reports:

The President says the U.S. will partner with other nations, urging them to get on board, but drew the line at troops.

(President Obama) “In this effort we do not act alone. Nor, do we intend to send U.S. troops to occupy foreign lands. Instead, we will support Iraqis and Syrians fighting to reclaim their communities.”

He also asked Middle East Muslims to reject ISIS and cut off funding that’s allowed that group to thrive.
