To fight homegrown terror plots the Justice Department has a new position.

The Domestic Terrorism Counsel will help shape the nation’s strategy for preventing homespun terror attacks like the Oklahoma City bombing.
John Carlin with the Justice Department says the goal is to stop attacks before they happen, while protecting free speech rights…
(Carlin) “We are obligated to investigate extremist groups and individuals when we have reason to believe they are involved in the commission of a federal crime, including crimes of violence”
Carlin says more Americans have died in attacks by domestic extremists than in attacks associated with International terrorist groups.
