President Obama Changes U.S. Policy
The Obama administration is making a change in policy when it comes to how prisoners are treated overseas.

During the Bush era, the government held the view that an international cruelty ban did not apply overseas. Now, the Obama administration is officially reversing that stance. This, as a UN committee in Geneva holds hearings into U.S. practices since the 9-11 attacks, including CIA renditions to secret detention sites.
In a statement, the National Security Council says that all U.S. personnel are legally prohibited under international and domestic law from engaging in torture or cruel, inhuman, or degrading treatment or punishment at all times, and in all places.
