Homan had this to say on the border vetting process:

When the secretary says they’re all vetted for release, people need to understand what vetting really means. We can only vet people against information that’s available to usSo I try to stress to people when they say that they understand. Number one, most terrorists in this world aren’t in any database. We don’t know who they are. And number two, we don’t have access to most country, 180 countries arrested at the border. We don’t have access to almost all of their criminal information.
