"The bottom line is that the people that's going to suffer most through all of this, it's going to be in the communities where the violence and the murder rates are the highest already. It's only going to get worse. So you take cities like Chicago, cities like Minneapolis, Baltimore, New York City, any of these cities where they're having problems. If they defund, if they diminish, it goes against all common sense of logic. It goes against sound management. It goes against every leadership principle you can think of."
