President Trump using the power of the pen to make changes to the health care law.

FOX's Jon Decker reports from Washington:

The President is directing the Labor Department to study how to make it easier for small businesses, and individuals, to join together and buy health insurance through nationwide association health plans:

(President Trump) "This will cost the United States government virtually nothing and people will have great, great health care."

The move coming after Republicans in Congress failed in their efforts to repeal and replace ObamaCare.

Senate Minority Leader Chuck Schumer says the President is using a wrecking ball to single-handedly rip apart & sabotage our health care system.
