President Obama says the intelligence is clear the highest levels of the Russian government were behind cyberattacks aimed at disrupting the U.S. election.

FOX's Jared Halpern has more from Washington:

President Obama left no doubt who was behind the email hacking of the Democratic National Committee and Hillary Clinton's campaign chairman, telling reporters he confronted Russian President Vladimir Putin about it in September.

(President Obama) "And tell him to cut it out and there would be serious consequences if he didn't. And in fact we didn't see further tampering of the election process."

In a year-end news conference, the President stopped short of saying the leaked emails tipped the scales for President-elect Trump, adding there is no evidence of tampering with ballots or voting machines.
