Volkswagen is being sued again over its emissions test cheating scandal - this time by two states.

Massachusetts and New York have filed lawsuits claiming Volkswagen defrauded car buyers with diesel vehicles that illegally pollute, but have software that trick emissions tests, so they pass.
The suits seek what are described as substantial penalties. Volkswagen already agreed to a more than $15 billion settlement of federal and consumer lawsuits, but the states say that does not resolve claims that the German automaker violated New York and Massachusetts environmental laws and that not all vehicles were covered in that settlement.
These suits also target VW-affiliates Audi and Porsche.
