FOX's Jon Decker reports from the White House:

Just hours after learning that the Supreme Court blocked his executive action aimed at shielding about 4 million illegal immigrants from deportation, the President called the 4-4 decision heartbreaking and frustrating.

Obama: We're gonna have to abide by that ruling until an election and a confirmation of a ninth Justice of the Supreme Court so they can break this tie.

But the President praised a separate 4-3 decision by the Court which upheld the admissions program at the University of Texas which uses race as a factor.

The high court ruled that the affirmative action program is permissible and is constitutional.
