For years Republicans have insisted they would repeal and replace Obamacare... A new GOP effort that would do only part of that has now been submitted to Congress.

The latest Republican health care plan is not a total repeal of the Affordable Care Act; that was tried and failed.

Louisiana Senator Bill Cassidy says:

(Cassidy) "But we can't, just not do anything, waiting for those stars to align."

Cassidy is teaming up with House Republican Pete Sessions on legislation they call the world's greatest health care plan, giving states the opportunity to opt-out of federal mandates.

The legislation faces a steep-uphill climb, especially in an election year.
