President Obama still wants to close the prison at Guantanamo Bay, insisting it can be done safely.

Despite stiff bi-partisan Congressional opposition, the President's plan to close the detention center at Guantanamo Bay this year is aimed at fulfilling a 2008 campaign promise:
(President Obama) "With this plan, we have the opportunity finally to eliminate a terrorist propaganda tool, strengthen relationships with allies and partners, enhance our national security and most importantly uphold the values that bind us as Americans."
House Speaker Paul Ryan in a statement said that it is against the law-and it will stay against the law-to transfer terrorist detainees to American soil.
