FOX News' Rachel Sutherland is live in Baltimore:
This is a hung jury... The jury telling the judge they can not make a decision here over whether Officer William Porter was guilty of manslaughter and other charges in the death of Freddie Gray.
This is the third day of deliberations, the city has been taking precautions, in case of protests... The city jail has been relocating some inmates to make room for possible rioters... There is a police' staged throughout the city with riot gear on now that this is announced as a hung jury...
What this means is that they couldn't make a decision and that the state's attorney will have to decided whether to retry Officer William Porter on charges of manslaughter and misconduct in the death of Freddie Gray.
