The FBI urging Congress to give it more resources to fight ISIS, which is getting more and younger recruits from the United States.

FOX News Radio's Rachel Sutherland has more from Washington:

FBI Director James Comey told a Senate Homeland Security Committee his agency needs more authority to track down terrorists as they target young people online and take them to the dark underbelly of the internet where agents can't intercept communications.

(Comey) "Our tools are only those tools the American people give us through you."

Comey said more teenage girls are being sucked in by ISIS. Homeland Security Secretary Jeh Johnson told the committee the feds need more money to fight terror.

(Johnson) "Homeland Security is part of National security."

Johnson calling on lawmakers to repeal sequestration.
