The banks are open in Greece again, but not without conditions.

FOX News Radio's Simon Owen has more from the European Bureau.

For three weeks there've been long lines at cash machines in Greece. This morning , the lines were outside the bank's front doors, as the shutters finally went up again.

But, there are still limits on withdraws. A maximum $65 a day.

At the same time a tax increase has kicked in, part of a deal with international creditors, making everything from coffee to taxis more expensive.

Meanwhile, talks to finalize a new bailout continue.
