President Obama has announced a new policy regarding Americans held hostage by terrorist groups.

FOX News Radio's Jon Decker reports:

Following a months, long review of the Administration's policies concerning Americans taken hostage abroad, the President reiterated a long-standing federal policy...

(Obama) "The United States government will not make concessions, such as paying ransom, to terrorist groups holding American hostages."

But the new policy will permit families to pay ransom to terrorist groups like ISIS to secure freedom for their loved ones. The President said the Justice Department has never prosecuted any American for paying ransom and will not do so in the future.
