    There’s been no budging on the budget in Congress as the government shutdown continues.

    FOX News Radio’s Jared Halpern reports from Capitol Hill:

    Budget Battle

    House Republicans are passing bills to fund things like the National Institutes of Health, National Park Service and Veterans programs.

    (Woodall) “I concede that some of things we’re working on today might seem like a little. But we have an opportunity to help people.”

    Georgia Republican Rob Woodall. Virginia Democrat Jim Moran counters the votes are meant simply to score political points with popular budget items.

    (Moran) “How do you explain to the Library of Congress workers that they are less important than their Smithsonian counterparts?”

    Senate Democrats argue the only way to reopen government is by passing a bill funding all of government, including the healthcare law.
