Inspectors General of the CIA, Justice and Homeland Security have begun reviewing the intelligence before the attack.

Meanwhile, U.S. law enforcement is trying to determine whether Tsarnaev trained with militants on a trip to Dagestan in 2012. Russian agents had been monitoring him on the trip after he disappeared for several days.
His widow has agreed to have his body released by the medical examiner's office to his family.
