    In a victory for Kentucky Senator Rand Paul, the freshman Republican - in staunch opposition to the extension - was able to continue debate and delay a vote in the Senate by offering two amendments and adding votes on them to the calendar.

    Paul wanted to limit the government's authority, and says he is concerned about the government examining the records of people who are not terror suspects...
