Hugh explained that when Jefferson first took office, he was a reluctant warrior who wanted to reduce the size of the military and had grave doubts of having a standing Navy but as the Tripoli Pirates actions against Americans and our interests became a bigger problem, Jefferson realized the importance of a strong military.
