Evening Edition: Russian Sanctions Have Failed Before. Will This Time Be Different?

As Russia continues sending troops to the Ukrainian border and Vladimir Putin shows no sign of ceasing threats of an invasion, the Biden Administration has responded by placing 8,500 troops on heightened alert for possible deployment to Eastern Europe. Though the U.S. and NATO are hopeful they will not need to utilize these troops, this action, along with further talk of implementing extreme sanctions, is intended to send the message to President Putin they are prepared for a conflict. Chris Miller, Fellow at the American Enterprise Institute, discusses why sanctions against Putin have failed in the past, and the probability of NATO and Russia going to war in the near future.
