NO SHUTDOWN: FEMA FINDS ITS OWN MONEY

A 79-12 vote in the Senate averts a government shutdown.  Why?  Because FEMA found the money it needs to provide disaster relief for the rest of the fiscal year itself, allowing the Senate to pass a funding resolution with no offsetting cuts and no additional aid to the agency.
