Kobach told Starnes that he had mentioned the idea of a census question on immigration when he met with President Trump and said posing such a question is about counting votes, "and has nothing to do with xenophobia," like the ACLU has accused the Trump administration of spreading. Kobach also told Starnes that California "fosters illegal immigration," which has led to a state that is "riddled with debt and embraces lawlessness."
