Workforce Central Florida spent more than $14,000 on the red capes as part of a marketing campaign called, "Cape-A-Bility Challenge." Along with the superhero accessory, it included a cartoon character, "Dr. Evil Unemployment."

The agency is now under investigation, one state official telling the Orlando Sentinel that the spending appeared to be "insensitive" and "wasteful."

However, a Workforce Central Florida defended the superhero capes, calling it part of a greater effort to connect with the community.

Workforce received nearly $24 million in taxpayer support last year.
