A man charged with possessing a hoax device hours after the ceremonies marking one year after the Marathon bombings.

FOX News Radio’s Jeff Monosso reports:

There was commotion near the finish line involving a man walking barefoot in the rain chanting “Boston Strong” and carrying a black backpack.

(Witness) “Cop came around him, grabbed him, started struggling with him over the backpack, pulled the bag off of him and then they tackled him and took him down.”

A rice cooker was inside that backpack, apparently filled with confetti. It was later destroyed by the bomb squad. The 25-year-old suspect and self-described performance artist is charged with possession of a hoax device and disorderly conduct and his social media page has images of Boston terror suspect Dzhokhar Tsarnaev.
